Mr. Castellanos talks about the Death Penalty in the Justice System of Puerto Rico. Debate over the Death Penalty, the focus of the debate, “we have to base it on certain important issues, on a federal level, it has only been used 3 times in the last 25 Years, Timothy McBay, Berry Nichols for Oklahoma terrorist issues. The debate is profound. The constitution prohibits the use of the death penalty. The value of life in this jurisdiction is being affected; the issue is exactly that. The Secretary of Justice of Puerto Rico has to face the reality that government funds are being utilized for such cause. The cost of perpetual incarceration is not above the price of the state utilizing the death penalty. The resources being utilized for the death of certain individuals. The death penalty does not affect the homicide rates, claimed by the secretary of justice”.
